Labour 20 (L20)
INFORMATION NOTE ON L20 TURKEY
Introduction
The Labour 20 (L20) is one of the 6 outreach groups within G20 and represents the interests of workers at the G20 level. It unites trade unions from G20 countries and Global Unions. It is convened by the International Trade Union Confederation (ITUC) and Trade Union Advisory Committee to the OECD (TUAC).
The L20, bringing the trade union leaders of the world’s biggest economies and global trade unions together provides input to the G20 Summits by voicing the demands of the trade unions through frequent exchanges with the Employment Working Group, Sherpas, and Labour and Finance Ministers. In doing so, the L20 communicates the messages of the international labour movement on global policies to the G20 meetings.
Brief History
With the onset of the 2008 financial crisis, representatives of global labour movement have been meeting and issuing priorities from the very first G20 Leaders’ Summit in Washington. The first formally recognized L20 Summit took place in Cannes (2011), which was followed by Summits in Los Cabos (2012), Moscow (2013) and Brisbane (2014).
L20 Turkey Structure
L20 is convened by ITUC and TUAC working in tandem with trade union confederations in the host country. As Turkey holds 2015 Presidency, a steering committee is formed by L20 Turkey. The Turkish L20 Steering Committee is chaired by the Türkiye İşçi Sendikaları Konfederasyonu (TÜRK-İŞ) and includes the Devrimci İşçi Sendikaları Konfederasyonu (DİSK) and the Türkiye Hak İşçi Sendikaları Konfederasyonu (HAK-İŞ). The Committee works in coordination with ITUC and TUAC.
The kick off meeting of the 2015 L20 launch took place on 4 February 2015 in Ankara. Since then the L20 Turkey has been working towards promoting the labour movement’s policy priorities. L20 Summit will be held in Antalya on 13-14 November 2015 prior to the G20 Leaders’ Summit.
All TÜRK-İŞ, DİSK and HAK-İŞ are ITUC members and have participated in previous L20 meetings. The first meeting of the Turkish Steering Committee was held on September 30, 2014 at the TÜRK-İŞ headquarter with the participations of ITUC General Secretary Sharan Burrow, TUAC General Secretary John Evans, Presidents of TÜRK-İŞ, HAK-İŞ and DİSK Ergün Ata-lay, Mahmut Arslan and Kani Beko, respectively.
L20 Priorities
L20 is an integral part of the outreach process and its role is essential. The L20 priorities for 2015 can be summarized as:
Investment generation to create quality jobs with emphasis on infrastructure and the care sector,
- Scaling up quality apprenticeships and youth employment,
- Securing women’s participation,
- Ensuring the formalisation of work through minimum wages, labour rights and social protection floors worldwide,
- Eliminating slavery and informal work in supply chains and ensuring safe and secure jobs,
- Achieving sustainable, green and inclusive growth, and tax justice,
- Supporting climate action with a global agreement with just transition guarantees, and the social dialogue to secure industrial transformation,
- Ensuring fair income distribution,
- Re-regulation of the financial sector, and
- Ensuring the implementation of G20 past and future commitments
L20 and B20 joint statement was also made on 4th of September 2015 on “Jobs, Growth and Decent Work” which will be presented to the G20 Summit.
L20 Summit
L20 Summit will take place in Antalya between 13-15 November 2015.
